Implement manual cruise steps in create_mission_xml V2

Description

This MR reintroduces and updates merge requests !289 and !296 while reviving merge request !404 (merged)

Other changes: adds read-only mode for create_mission_xml (Issue https://git.rwth-aachen.de/unicado/unicado-consortium/unicado-improvement/functionalities/-/issues/67)
