Implementation of step descends in mission analysis

Description

At step descend with const negative ROC (-->ROD) are now possible wthi in mission_analyis.

Testing Instructions

  1. Create a mission with a step descend using a cruise_step with mode "change_flight_level_constant_ROC". Add a negative "rate_of_climb_limit" and an altitude lower than in the previous cruise step.
  2. Mission profile with step descend is analysed. The TAS is kept const. during the step descend.
