Update documentation to require gcc version >= 8

When installing the software I encountered the mistake described in this StackOverflow issue in particular in the file dep/melon/common/src/FileParser.cpp This was solved by installing a newer version of gcc and gfortran (details here in case you want to provide those details ).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
