Check if check_tlars_and_gradients in RCE is still necessary

Summary

Currently, multiple tools (initial_sizing, constraint_analysis, performance_assessent, mission_analysis) and RCE implementations (check_tlars_and_gradients.py) check TLARs. It should be discussed if the checking and calculation could be streamlined to one tool.
