This adds a html report for constraint analysis

• replaces old energy_based with refactoring energy_based.cpp

Report should look like this:

Testing Instructions

1. get this branch and build constraint_analysis
2. run it with e.g. this acXML CSMR-2020.xml

The table will just have 1 row if the design_point.csv is newly created. You can run it multiple times and new rows should appear
