Fix CI, cobertura uploa + building images for each target branch 

Define branches (master, RWTHmoodle_4.x, MOODLE_4-4.1.2, MOODLE_3.x, bash-version) to build images for, tag for branch names.
Only tag latest if executing on master

Also fix syntax on cobertura test-coverage
