Fix pipelines by removing license ci/cd and adjusting versions of numpy, pillow and setuptools

  • Removing the license scanning ci/cd since the template is gone and the action deprecated (integrated into dependency scans)
  • Fix the linting and test jobs by adjusting the requirement versions for some dependencies

No new version number/release since this only affected the ci/cd as faar as known.
