Remove extension of HeatPumpBaseDataDefinition for compatibility with OpenModelica

As described in #864, defining ChillerBaseDataDefinition without extension of HeatPumpBaseDataDefinition seems to solve the issue of any models using the chiller not working in OpenModelica. I hope this PR is helpful.
