Resolve "Backoff: Use assessments in Backoff Strategies to reuse results"

@rafael.schimassek is it ok to make backoff and strategy one package? It is basically handling the same: how we call the recommender and got cyclic dependency if it would stay split. Please think about it approve and merge if you're ok with that :)
