Implemented assessments of properties; integrated strategies with them

Rafael Schimassek requested to merge 22-setting-up-foundations-for-input-assesment into master

Create assessment module to analyse property sets. Strategy now uses assessments to pass to its conditions and procedures. Added a temporary "toofewrecommendations" strategy for testing.
