Add the IHTAProfiler library

Pascal Palenda requested to merge feature/IHTA_profiler into develop

Move the ITAProfiler from ITABase to the IHTAUtilityLibs. In this process

  • remove the dependency to ITABase and Vista.
  • add the Matlab ProfilerReader.

Now it should be easier to include the profiler into other projects without needing ITABase.
