Draft: Feature: add new pure Python documentation

As the title states.

With this, the VAPython repo is automatically cloned and used to generate the documentation via mkdocstrings. The documentation can be found under VA/Documentation/VA bindings. The location is up for debate.

  • Before this can be merged, this MR must be merged and the branch changed in scripts/get_vapthon.
