Factory to which all modules register to on startup. Used by PELICAN to create Module from Config

Summary

Factory that handles all modules and maps module configs to modules. Modules self register to factory on startup via static variable init.

Todo

• static linking problem. Change CMakeList.txt to handle that case
• UnitTests
• Compilation currently only works with local polyscribe feature branch, such that the config dicts are created correctly.
