Eliminate multiple libraries submodules

As discussed with @tobi747 & @meric.taneri , it quite inconvenient that we have a submodule libraries and libs in both aircraft-design and utilities. If you want to test a change in the libs, for one, you don't really know where to touch it.

Idea: Maybe the CMakeLists offer a solution
