Workflow: discuss wing tank sizing control

Summary

As discussed in the UNICADO workshop https://git.rwth-aachen.de/unicado/unicado-package/-/issues/46, currently, weight and balance checks if the available tank volume is sufficient for the energy content. In case it is not, it throws an error after the 3. iterations (check only gives a warning until then). The idea is to improve the seperation of concerns (tank design sizes tank, weight and balance summerizes the weights analyzes the CGs, mission analysis flies the mission). w&b should rather warn /raise a flag that the volume is insufficient and the tank design should e.g. be resized.
