Constraint analysis landing limit calculation: unclear why requirement is multiplied with 0.6

Description

In constraint analysis (energy_based.cpp, l.367), the landing field length requirement from the ACXML is multiplied by 0.6. It is not clear why since there is no comment on this. I could also not find this value in Mattingly 2002. Please check the expression and maybe update with a brief comment. Thanks!
