Discrepancy between cost estimation and eco assessment

Description

cost_estimation calculates flights_per_year, but only for the design_mission. However, emissions_calculation does not seem to have adjusted this yet and reads the flights_per_year from the study mission. That's why cost_estimation seems to use a hard-coded value of 2000 flights_per_year.
