landing_gear_design: Adapt maximum achievable CL

Summary

In the UNICADO workshop https://git.rwth-aachen.de/unicado/unicado-package/-/issues/46 the used speeds were discussed (acc to website maximum approach speed, maximum takeoff stall speed). It was suggested that the maximum takeoff stall speed is replaced by using the maximum tail strike angle, then therefore the maximum achievable CL at TO and then this speed. The reason is that we will never fly the stall speed.
