propulsion_design: empirical method execution

Summary

As discussed in the UNICADO workshop https://git.rwth-aachen.de/unicado/unicado-package/-/issues/46, a new empirical method for propulsion design will be implemented soon. It was discussed that only in the first iteration loop the engine deck should be calculated, afterward, it needs only to be scaled (switch to rubber engine method)
