[Feature] System for Emitter Attribution/Mapping in CHPs

Summary

Sometimes information is needed on how to divide attributed emitters (e.g. Combustion of gas in combined heat and power plant (Blockheizkraftwerk) produces 51 % heat and 49% electricity. We've discussed an exothermal approach with Julia. We could maybe with her help introduce such a system into this application.

What is the added value of this feature

• Allows complete categorization of emitters into heat and electricity, see thg-tuda/bp/greenhouse-gas-balancing-tuda-frontend#23
• Providing an advanced feature to transparently map emissions to electricity and heat
• Important for Balancing TU Data, as we have CHP.
