[Enhancement] General UI suggestions

Summary

Here are several suggestions to potentially improve the UI:

• Some buttons don't have an outline making them hard to see. For example, the buttons in the "Create new Emission Factor" dialog

Overall consistency in the design

• Some sites use v-cards as their base and some sites don't
• All delete buttons should be the same color, e.g., red like the delete button in the emitters list.
• All edit buttons should have the same color, e.g., blue like the edit button in the emitters list.
• General mix between normal, outlined, and tonal buttons. Potentially use less button types.
• Order of buttons in dialogs. Sometimes create is on the right, sometimes on the left:

• Position of button in dialogs varies between left, right, and center:

• Cancel buttons could also be made red, like the delete buttons.
• Potentially introduce loading animations for the emitters and emissionfactors sites to show table only after values have been fetched from the database. This would prevent the table from flickering after selecting the pages.
