Implement Public Awareness

Implement the Public Awareness Feature, with the changes in the meeting of 08.05:

• PA bar displays Public Awareness -> only one global variable
• Button: adds amount to global value
• If Button is clicked to often in short amount of time, it increasingly decreases
• PA value decreases with time by itself -> in API Level.cs
• Remove PA from Sector files (C# and Yaml)
• Add Functions to change Public Awareness to Level.cs
• The higher PA is, the slower it increases
