Activate/Deactivate Action buttons

The action buttons need to be greyed out when:

• the action is deactivated in a level
• the action is deactivated on a sector
• the action is not stackable on a sector
• the stack cooldown time has not elapsed yet
• Change behaviour of button with icon and the enabling of the deployment canvas
