Consolidate `order_prefs` and `feed_commod_prefs`
Compile flexicamore using the two files below. The error appears in FlexibleEnrichmentTest.CheckMultipleSWUConstraints unit test when order_prefs is set to true because the initial feed_commod_pref gets overwritten.
For the moment, this can only be 'solved' by setting order_prefs to false.
