The xsd of the Energy ADE v1.0 makes use of the GML element <gml:targetElement>. This element is part of the GML 3.2 encoding rule. It does not exist in GML 3.1.1. Was there a specific reason, why you made use of this element, altough the xsd of the Energy ADE is based on GML 3.1.1.?
