We might want to disallow / restrict changing the passing limit while mFollowsDefault is set to false in the future. The reasoning is that e.g. a reduction of the passing limit with mFollowsDefault false will not propagate to most of the grade boundaries, which is probably unexpected behaviour for the end user.
