In Exam Options, Help button should be clickable and change text a bit

In the Exam Options menu, the help button should be clickable, as it is on the main window.

Moreover, best add to the current text that is being displayed something like: “Due to regulations, some grade boundaries cannot be changed. See the grading guidelines available from the help menu of this app for more information.”
