Accept S3 Download URLs as File Input

Currently, we only accept files being submitted, this however means that sometimes files need to be downloaded from S3 and then sent again to the metadata extraction application. This is of course not really optimal and therefore, S3 download urls should be an acceptable parameter. Make use of the boto3 library.
