Signal Generator

As a Hardware Developer I want a testing platform which simulates signals for the ESP based on hardware inputs from me so that I test the sensor readings from the ESP.

Acceptance criteria

1. Setting the speed on a potentiometer, the signal generator outputs the corresponding signal odometer and railroad tie counter frequency on its GPIO pins.
