Query status of VILLASrelay ICs via VILLASrelay API

The status of VILLASrelay ICs will be queried by the VILLASrelay API and saved to the DB. Currently this is happening in the frontend (see web#305 (closed) and web#304 (closed)). By the integration into the backend we can reduce the query load in the browser.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
