if the idle task wakeups a task, avoid halt state

- only if the processor frequency is measured, interrupts are
  temporaly enabled

- add also an C interface to determine the network configuration

because newlib has direct acces to the boot information

- create ist0 for every task
- add functions to reschedule within and without an interrupt handler
